would anyone be willing to build mne a HTPC to play and hold my 4k and bluray collection? I would be willing to obv pay for all parts/shipping and for your time

What exactly do you want the HTPC to do? Rip your collection, then store? What and how much storage would you think you will need? Will these rips be 1 to 1?
Let me now. I have a 150TB and another 80TB server I built to feed my theater. They work great plus they are on the network, so others can access the files from bedrooms or living areas.

so I WOULD LIKE IT To:'
-store and play all my 4k and blurays (i would settle for just 4k at this point) I have 400 4k and 800 bluray...I would like to be able to browse and control it from a tablet or phone and press play
- if the files could be gotten from other rooms that would be a bonus but not a necessity
Thats pretty much the minimum...just want a server and storage for them so I can put the discs away in the attic.
I have VERY little knowledge of computers so It would have to be plug and play, although i am a fast learner for ripping in the future...
Ive heard about Madvr and things for video processing which would be cool although a learning curve Im sure
I dont even know what I am looking for would cost, so there is that obstical as well

Each 4k disc will take about 60-90 minutes to rip . With you having 400, you can expect your weekends will be filled with joy and sorry . :)
I have 155 4k taking up a total of 12TB of space. Most of these rips range in size between 50gig. at the lowest to more than 90gig at the largest. I would say my average is about 70gig. Storing media takes up A LOT of storage.

I use an Odroid N2 as my HTPC in theater. It is small robust and passes through all forms of media. Here is my front end that I can scroll and play whatever I have on my servers.

I am not sure if you realize the cost is what you are asking. I have been collecting for over 20 years and I have finally gotten to the point were I am happy with my setup. But this was not cheap. If you look at the price of hard drives and how many you would need, this will just be the tip of the ice berg. I have just upgraded my main server to a new mother board, memory and cpu for a cost of 1300.00.
Let me put together some ideas for you so you can see what I am talking about. Also others may have better ideas also.

Just out of curiosity, are you using a NAS (Network-attached storage) setup? Essentially, a setup of enclosed hard drives in one unit attached to a PC. :)
